  4.    IRC-ADMIN - Person who have access to all files concerning ircd.
  5.    IRC-OP    - Person who have privileges given to him by an IRC-ADMIN.
  6.            And who is in charge at HIS server.
  7.    CHAN-OP   - Person who runs a channel and has absolute rights there.
  8.    USER      - Person who is using IRC.

  12.             Users Behavior on the Internet Relay Chat system

  16. The Internet Relay Network (IRC) is a system for communicating with other
  17. peoples.
  18.  
  19. IRC is a free speech system. Users may exchange viewpoints with other
  20. users. But to protect people from abuse there are certain rules that the 
  21. user MUST respect.
  22.  
  23. If a USER doesn't respect the guidelines/rules stated below, then the
  24. IRC-ADMIN may suspend or reduce the availability for the USER.
  25.  
  26. These things are prohibited:
  27.  
  28.    * Using offensive words in channel topics.
  29.     
  30.    * Harassing another user. Harassment is defined as behavior towards 
  31.      another user with the purpose of annoying them. 
  32.      Harassment is a matter of opinion of the IRC-OP.
  33.  
  34.    * "Dumping" a lot of text to a channel.
  35.  
  36.    * Annoying another user or a channel with constant beeping. 
  37.  
  38.    * Any behavior reducing the functionality of IRC.
  39.  
  40. What kind of action a user is doing to break these rules are up to the 
  41. IRC-OP to decide.

  43. Violation should be straighted out via a civilized conversation between
  44. the IRC-OP and the USER.
  45. If the USER is not on-line then the USER should be notified by EMail.
  46. If the USER wont respect what he's been told then it is up to the IRC-ADMIN 
  47. what to do with the USER.

  49. Many many problems can be avoided all together if the CHAN-OP puts necessary
  50. restrictions on his/her channel or if the USER learns how to use IGNORE.
  51.  
  52. If someone finds a USER violating these rules he may contact the USER's
  53. IRC-ADMIN.
  54. To find a USERS IRC-ADMIN one may use the /ADMIN <nick-name>.
